The Warm Homes Plan – What’s It All About?

The UK Government’s new Warm Homes Plan was announced last week. It’s been billed as the most ambitious home‑upgrade programmes the UK has ever seen, and given the £15 billion of public investment proposed to support it, that’s probably not far off the mark. ​

Here at Thermly, we’re excited about the ambition and the opportunity this will bring, because it gives reassurance about the longevity and magnitude of grants for heat pumps, but finally recognises that all homeowners need the means and opportunity to make the decision to install green tech, whether they are in low, medium or high income households.​

What’s available under the Warm Homes Plan for homeowners?

What’s proposed is a mix of grants, loans, and regulatory changes aimed at cutting bills, reducing emissions, getting people using sustainable energy and, specifically, lifting 1m households out of fuel poverty. Five million homes are hoped to benefit in some way by 2030. ​

There will be support for everything we do at Thermly – heat pumps, solar panels and batteries, with the aim of saving homeowners hundreds of pounds per year. ​

  • A continuation of the universal £7,500 towards the cost of a ground or air source heat pump for eligible homeowners (it’ll be £2,500 for homeowners wanting to install an air to air heat pump)​
  • Low and zero interest loans for heat pumps, solar panel systems and home batteries​

Low income homes, social housing and those renting homes will also see dedicated investment to support energy efficiency measures like insulation alongside nd green tech upgrades.​

When will the support be available?

Well, that’s a good question! ​

If government wants to see the benefits of this ambitious investment, much more clarity is needed on delivery, and quickly. ​

  • The heat pump grant – the Boiler Upgrade Scheme – is available now, with the ‘air-to-air version’ coming soon – you can find more detail on this at Heat pump grants: the Boiler Upgrade Scheme​
  • The mechanism and administration of the new government backed low or zero interest loans is yet to be clarified as they are still working on it, but visit www.thermly.co.uk/finance if you want to discover more. Realistically we wouldn’t expect the new low interest loans to be available before late 2026​
  • Many local authorities are already running energy efficiency programmes for qualifying households, so get in touch with your local authority to see what support you can get - it’ll likely be based on your household income and location​
